Cut the cauliflower into pieces and add them to a microwave safe bowl.
Add 2 tablespoons of water and cover with saran wrap.
Microwave for 5-8 minutes or until they are tender.
Drain the excess water and let sit uncovered for a minute or two.
Add the cauliflower to a food processor and process until fluffy.
Add the garlic powder, and sour cream and process until it is smooth.
Move to a bowl and add most of the chives, cheese and bacon (save some for the top).
Stir well and place in an oven safe dish.
Add the remaining chives, cheese and bacon.
Broil in the oven until the cheese is melted.
